Correct answer: He sees you getting closer to him. There is no red/blueshift in EVE just check the planets as you pass them by in warp. It's just a red/blue texture overlay on both ends of warp skybox.

Im running a swedish vista 64 and I dont have anything called C:\ProgramData\CCP.. I have the folder called c:\program (x86)\CCP in wich eve is installed but I highly doubt that deleting the contents in that folder will help me the slightest..
